DeLauro has some answering to do, but Shays doesn't? Shays is a "maverick"? Is that code for RINO? In the 110th:

Shays and DeLauro both voted for the minimum wage increase.

Shays and DeLauro both voted for federal funding of embryonic stem cell research.

Shays and DeLauro both voted for increased federal education funding.

Shays and DeLauro both voted for the Hate Crimes Prevention Act.

Shays and DeLauro both voted to further federalize the local police system.

Shays and DeLauro both voted to massively increase foreign aid.

Shays and DeLauro both voted in favor of cap-and-trade environmental regulations.

Shays and DeLauro both voted for the SCHIP program.

Shays and DeLauro both voted for that idiotic economic stimulus package.

Shays and DeLauro both voted to subsidize alternative energy.

Shays and DeLauro both voted to bail out the mortgage industry.

So Shays occasionally gets one right that DeLauro doesn't, like voting against the latest farm subsidies. But, just as occasionally DeLauro gets one right that Shays doesn't, like voting against the National ID card.

There's not a significant difference between any of Connecticut's Representatives. They all suck.
